LONGVIEW, TX (KLTV)- It's late September, and that means an annual benefit concert that helps children with debilitating illness or injury.
Neal McCoy's Angel Network will hold their benefit concert on Saturday, but Friday was the annual benefit golf tournament.
A small army of golfers converged on Wood Hollow Golf Club for the annual Neal McCoy Angel Network tourney.
"In the past 17 years, we've been fortunate; we've raised almost 7 million dollars and helped about 400 families, so it something that's near and dear to me and my wife's heart," says McCoy.
The East Texas Angel Network concert is Saturday night at the Belcher Chapel Performance Center on the campus of LeTourneau University at 7 p.m.

Everyday, hundreds of people all over the world join up with network marketing opportunities online, hoping to make riches, but often the opportunity that they join up with is closed down within a few short months. Here are some things to look out for before joining up with any MLM or Internet Marketing Business and what you can do to sustain your income:
1. When you find something that appeals to you, Google it and see what others have to say.
2. Try not to lay out any money unnecessarily. If possible, make some money first, then reinvest it into your business.
3. If there is a monthly fee involved, which there normally is in any good business, make sure that you will be able to afford the first three months at least, until you have something coming in.
4. Try to join up with opportunities that are either more than two years old, or that help you to build multiple streams of income in more than one different place. In that way if one of the streams collapses, then at least you will have another to sustain you.
5. Build up a good relationship with all the people that you bring into the business. Give your referrals all the help and support that they need, because if they are successful, then in turn your will also be successful.
6. Join up with an online opportunity that you only have to promote one URL and earn multiple streams of income. In this way you can focus your time more productively on promoting one thing instead of trying to promote many different things and thus dilute your advertising power.
7. Make sure that you invest money in a product or service, as there are many pyramid schemes to invest in with nothing to show for it, and these are normally the types of sites that don't last very long.
Network marketing is the wave of the future, as this is one of the only ways that you can build yourself a great residual income. A residual income is money that you are earning without having to put in hours of work each day, the way you would at a regular job. When you get to this stage, you will be able to enjoy your life more and not have to tie yourself to your desk for eight hours a day.

A&M has some nice balance on offense and must be pleased with the early season play of redshirt frosh QB Johnny Manziel.? The Hogs, meanwhile, have a non-existent running game (despite having stud senior RB Knile Davis) and a porous defense.? Add in a rocking crowd at Kyle Field, and Arkansas will have their backs against the wall.? The Vols, on the other hand, got much more than they bargained for with Terry Bowden?s Akron Zips giving them a game well into the fourth quarter.? UT will air it out in this one, but the UGA defense will be at full strength for the first time all season.? Here?s thinking that LB Alec Ogletree and All-American FS Bacarri Rambo will be chomping at the bit once they get on the field and make an immediate difference.? Combine that excitement from the D with likely the best balance of any offense in the SEC, and the Bulldogs will roll to an easier than expected W in front of the home crowd in Athens. If they do not do so this Saturday, they will likely leave East Lansing with their first loss of the season.? The Spartans, meanwhile, seem incapable of generating any offense outside of stud RB Le?Veon Bell.? OSU is going to crowd the line of scrimmage on defense and dare Michigan State QB Andrew Maxwell to beat the Bucks through the air.? The Spartans sturdy D will do everything to contain the edges and not let Ohio State QB Braxton Miller beat them with his feet or the intermediate passing game.? It will be a stereotypically Big Ten, low-scoring affair outside Michigan?s state capital, but the MSU fans will go home disappointed with the College GameDay Crew in town. 3:30 PM ? Cincinnati (+6.5) over Virginia Tech (in Landover, MD)It will be a de facto home game for the Hokies at FedEx Field, just outside our nation?s capital.? VT bounced back from its shocking loss to Pitt with an easy victory over Bowling Green last Saturday.? The Bearcats, meanwhile, had its second week off of the season and make the trip in at 2-0.? The Hokies have not performed up to expectations this year.? QB Logan Thomas entered the season as a potential early 1st round draft pick, but has not come close to that hype.? Virginia Tech also lacks a dynamic running back, which has rarely been the case over the last ten years.? The Bearcats, on the other hand, have had no problems churning yards on the ground so far.? The early results suggest that Cincy might have also figured out how to play some defense, which hasn?t always been the case in recent years.? We will know a lot more about both squads come 7 PM Saturday, but my hunch tells me the Bearcats return home with a big win and a lot of momentum going into October. 6 PM ? #4 Florida State (-17) over SOUTH FLORIDA The Noles are riding high after the big win against Clemson last Saturday night.? They make their first road trip of the season down to Tampa for what could be a trap game against USF, who lost at Ball State last week.? Skip Holtz?s tenure in charge of the Bulls has yielded mixed results so far, and this game gives him a shot at the biggest win of his career.? Unfortunately for the home team, this Florida State squad is playing great football.? The Seminoles will run the bull down South Florida?s throat in this one, and their menacing defensive line will hit and hurry Bulls QB B.J. Daniels all day long.? There will be no repeat of 2009, as Florida State takes this one easily. Final Score: Florida State Seminoles 42, South Florida Bulls 16
7:00 PM ? Texas Tech (-2.5) over IOWA STATEIt?s an unlikely matchup of unbeaten teams in this one.? They both enter Big 12 play coming off an open week.? Although the Red Raiders and Cyclones are both 3-0, they can credit some soft scheduling for that one (ISU?s win over Iowa being the only one that could be considered ?notable?).? Tommy Tuberville has tried to build Texas Tech around strong defense and a steady running game, yet they still haven?t forgotten how to air it out in Lubbock.? That D will be the key to containing Cyclones QB Steele Jantz and an underrated running attack, as Texas Tech will escape Ames with its unblemished record still intact. Final Score: Texas Tech Red Raiders 30, Iowa State Cyclones 23
7:50 PM ? #12 Texas (-2.5) over OKLAHOMA STATE The line has swung 8 points since it opened with Ok State as a 5.5 point favorite.? The movement has been driven in large part by the uncertain status of Cowboys QB Wes Lunt.? Both squads have had two weeks to prepare for this one, and I suspect they spent a lot of time making defensive adjustments.? The potential is there for this one to turn into a track meet, just like the Pokes? week two game with Arizona.? That being said, I think the Longhorns defense will be much improved compared to its last outing against Ole Miss.? Oklahoma State will still have some success airing it out, but UT will control play on both lines and will wear out the Cowboys defense with its punishing ground game.? It should be a good game, but Texas will dominate the time of possession battle to keep it from becoming a wild one. Final Score: Texas Longhorns 35, Oklahoma State Cowboys 28
8 PM ? #22 NEBRASKA (-11.5) over Wisconsin Where has the Badgers offense gone?? That seems to be the question in Madison.? The vaunted ground game, lead by Montee Ball, has been anemic, while their passing game has been nearly non-existent.? Wisconsin?s defense is solely to credit for their shaky 3-1 start against not so stellar competition.? The Cornhuskers, meanwhile, have rebounded with a couple easy wins since dropping an early game against UCLA.? A healthy Rex Burkhead should lead the charge for Nebraska in this one.? Early success on the group should open up some passing lanes for Huskers QB Taylor Martinez.? The Badgers offense will once again be out manned in this one, and the home crowd in Lincoln will help carry Nebraska to a crucial win in this Big Ten opener for both teams. Final Score: Nebraska Cornhuskers 31, Wisconsin Badgers 17
10 PM ? #18 Oregon State (+3) over ARIZONAAn intriguing matchup for the Pac-12 night cap.? The Wildcats self-destructed with turnovers last week against Oregon.? You have to wonder what sort of effect that performance with have this week (and beyond) for Arizona.? Oregon State, however, got a big road win over UCLA in its conference opener.? The Beavers recipe for success this year has revolved around a strong passing game and a suffocating run defense.? This is another game that I have gone back and forth on.? I like that Arizona can hurt you running or throwing the ball, but the turnovers last week are troublesome and their defense is a work in progress.? The Beavers play strong, opportunistic defense, but their ground game can charitably be described as weak.? In the end, I have a fewer concerns about the Beavers, so I will take them in this one. Final Score: Oregon State Beavers 34, Arizona Wildcats 31

DENVER (AP) ? The suspect in the Aurora movie shooting case mailed "burnt currency," along with a notebook, to his psychiatrist before the attack. He threatened a professor and was banned from a university campus before withdrawing from its neuroscience graduate program. His defense team has added a psychiatrist.
Those were the few tidbits of information in hundreds of pages of heavily-redacted court documents released Friday, which serve as the best chance the public has to understand what happened before James Holmes allegedly opened fire at a midnight screening of the new Batman movie more than two months ago.
The documents shed little light on Holmes' possible motives or whether the university ignored warning signs about him. That's partly because Arapahoe County District Judge William B. Sylvester continued to keep under seal the key documents in the case ? the affidavit that lays out prosecutors' case against Holmes, and the search warrants that allowed them to gather evidence against him.
Holmes, 24, faces 152 charges in the July 20 shooting that killed 12 people and injured 58 others.
Some of the documents are entirely blacked out. In others, Sylvester's rulings on legal disputes, references to years-old case law and even copies of newspaper articles are redacted, along with information about the investigation.
The documents do shed a little more light on one of the main disputes in the case ? Holmes' threats against a professor, possibly the university psychiatrist, Dr. Lynne Fenton, who has testified that she contacted campus police after her last meeting with Holmes June 11. Fenton, who testified Aug. 30, said she went to police to gather more information and communicate her "concern."
She did not refer to her concern as a threat.
Prosecutors contended that Holmes was barred from campus after making the threats. The University of Colorado has said that Holmes was denied access to nonpublic buildings on its Anschutz medical campus because he withdrew as a neuroscience graduate student, not for safety reasons.
A university spokeswoman repeated that point Friday and said a gag order that Sylvester imposed kept her from commenting about whether Holmes had made any threats. The university has previously refused to comment on how it handled Holmes, citing the gag order. Before the order, university officials said their police force had no contact with Holmes and that the chief of the department knew nothing about him.
The defense team sought sanctions against prosecutors for contending Holmes had been barred from campus, arguing that the false statements could contaminate the jury pool. But Sylvester shot that down, ruling the statements were within legal bounds.
Defense attorneys issued a written statement Friday again saying the claim that Holmes was barred from campus was false and misleading.
The most legally significant disclosure Friday was the inclusion of the psychiatrist on Holmes' defense team. Holmes' attorneys have said he is mentally ill.
"This is unusual in a normal case, but not surprising in this case," said criminal trial lawyer Dan Recht, former president of the Colorado Criminal Defense Bar. "Presumably he's (the psychiatrist) the one who is going to opine on whether Holmes is insane or not.
"It's a foregone conclusion that the defense will plead not guilty by reason of insanity."
Other documents likely contain new information, but are blacked out. For example, in one pleading, attorneys describe how law enforcement handled the package that Holmes sent Fenton, which was discovered four days after the attack and also after Holmes allegedly booby-trapped his own apartment.
Authorities were so worried the package was also rigged that they X-rayed it and had a technician in a protective suit open it. What investigators saw when they realized the package was not dangerous, however, is redacted. All that is legible in the documents is a reference to the package containing a notebook with a post-it note and "burnt currency."
The records also show that authorities obtained text messages that Holmes sent a classmate. The documents do not say what those texts discussed.
In court, prosecutors suggested Holmes was angry at the failure of a once promising academic career and stockpiled weapons, ammunition, tear gas grenades, and body armor as his research deteriorated and professors urged him to get into another profession. Chief Deputy District Attorney Karen Pearson said Holmes failed a key oral exam in June, was banned from campus and began to voluntarily withdraw from the school.
Documents filed in the case from now on will be public, unless prosecutors or defense attorneys ask they not be released.

Canadian researchers including a professor from the University of Guelph have come up with a new, precise definition of boredom based on the mental processes that underlie the condition.
Although many people may see boredom as trivial and temporary, it actually is linked to a range of psychological, social and health problems, says Guelph psychology professor Mark Fenske. He's among authors of a new study in Perspectives on Psychological Science, published by the Association for Psychological Science.
Boredom at work can lead to serious accidents on the job. It's also linked to impulse control, causing everything from over-eating to alcohol abuse -- and even to mortality (think "bored to death").
"It's an amazingly under-studied area given how universal the experience is," Fenske said.
"The fact that it's difficult to define is, in part, why there has been so little research done. We need to have a common definition, something we all can agree on, of what boredom is."
A scientific definition is needed, not only to accommodate the different characteristics of boredom that have already been established, but also to bridge across a variety of theoretical perspectives, Fenske added.
The researchers, led by York University professor John Eastwood, set out to better understand the mental processes that fuel feelings of boredom.
They found that attention and awareness are keys to the aimless state. After reviewing existing psychological science and neuroscience studies, they defined boredom as "an aversive state of wanting, but being unable, to engage in satisfying activity," which arises from failures in one of the brain's attention networks.
In other words, you become bored when:
you have difficulty paying attention to the internal information, such as thoughts or feelings, or outside stimuli required to take part in satisfying activity;
you are aware that you're having difficulty paying attention; and
you blame the environment for your sorry state ("This task is boring"; "There is nothing to do").
"At the heart of it is our desire to engage with the world or some other mental activity, and that takes attention," Fenske said. "When we cannot do this that seems to be what leads to frustration and the aversive state we call 'boredom.'"
The researchers hope their new definition and theoretical framework stimulates new research to help us better understand boredom and how to ease it and otherwise address its potential dangers.
Fenske joined U of G in 2007. In 2010, he published The Winner's Brain: 8 Strategies Great Minds Use to Achieve Success, co-written with Harvard Medical School psychologist Jeff Brown.
This new work also involved Alexandra Frischen, a former post-doctoral researcher of Fenske's, and Daniel Smilek of the University of Waterloo.

SAN FRANCISCO (Reuters) - A U.S. appeals court on Friday ruled that Google Inc's Motorola Mobility unit cannot enforce a patent injunction that it obtained against Microsoft Corp in Germany, diminishing Google's leverage in the ongoing smartphone patent wars.
The injunction would have barred Microsoft from "offering, marketing, using or importing or possessing" in Germany some products including the Xbox 360 and certain Windows software.
The ruling against the German injunction came from the 9th U.S. Circuit Court of Appeals in San Francisco.
Microsoft deputy general counsel David Howard said the company was pleased with the ruling. A representative for Google's Motorola unit declined to comment.
Brian Love, a professor at Santa Clara Law school in Silicon Valley, said the decision helps Microsoft counteract a favorable dynamic for Google in Germany.
"To some extent Germany has a reputation as place you can go and get an injunction relatively easy," Love said.
The current Xbox 360 is the market-leading console in the United States. Microsoft is expected to unveil its next generation Xbox video game console in 2013.
Microsoft has said that Motorola's patents are standard, essential parts of its software and that Motorola is asking far too much in royalties for their use. Google closed on its $12.5 billion Motorola Mobility acquisition this year.
Microsoft sued Motorola in the United States in 2010, and Motorola then filed a lawsuit in Germany. Earlier this year, Microsoft announced plans to move its European distribution center to the Netherlands from Germany ahead of a possible injunction.
After a court in Mannheim issued the sales ban, U.S. District Judge James Robart in Seattle granted Microsoft's request to put the German order on hold earlier this year. According to Robart, the ruling would remain in effect until he could determine whether Motorola could appropriately seek a sales ban based on its standard essential patents.
In its ruling on Friday, a three-judge 9th Circuit unanimously upheld Robart's order. Since Microsoft had already brought a lawsuit against Motorola for breach of contract in the United States, U.S. courts have the power to put the German injunction on hold, the 9th Circuit said.
"At bottom, this case is a private dispute under Washington state contract law between two U.S. corporations," the court ruled.
European regulators are investigating claims that Motorola over-charged Microsoft and Apple Inc for use of its patents in their products and thereby breached antitrust rules.
The case in the 9th Circuit is Microsoft Corporation vs. Motorola Inc, Motorola Mobility Inc and General Instrument Corporation, 12-35352.

?The regime is escalating the violence at every possible opportunity and it is proof that it is determined to crush the revolution by any means necessary,? You are in between paths just like you said. I see the paths being basically EVEN but one has a higher cost. The one with higher cost gets you there faster, but not always a wise choice because the other doesn't take you much longer and there NO NEED to rush anything. Eventually everything comes at the end of the path there's say a "package" waiting. Both paths give the same package. its how your choosing the decision of what route to take.
My advise is go with the PATH or ROUTE that is a little longer. Who cares right.. your eventually get there. Its all about learning to enjoy the trip on that path.
You could be taking the long way, and not like it maybe even wish you took the faster route. Truth is its not the path you choice ITS THE WAY YOU CHOOSE To experience it.
I will say with certainty that at the end of both paths is a comfortable life. Take the longer path if you can enjoy the ride and want to make a commitment to that. Take the shorter ride if you want to just get it over with.
TOKYO (Reuters) - U.S. buyout firm Cerberus Capital Management LP may sell its 55 percent stake in Japan's Aozora Bank Ltd , the lender said on Thursday, sending its shares down more than 9 percent in their biggest one-day fall in a year.
Cerberus intends to sell part of the 821 million Aozora shares it owns in a share buyback scheme that the lender plans to launch, Aozora said in a statement. The remaining shares may be sold in the market or through a private transaction as early as this year, it said.
Aozora said the New York-based private equity firm did not provide detail on how much of its stake it would sell through that process. The bank's statement also did not specify a time frame for Cerberus' share sales.
Aozora said the private equity firm's sales of the initial tranche of shares would represent "its first step in a disciplined and orderly process for the sale of Cerberus' shares over time".
At current market prices, the sale of the entire stake could fetch around $2.5 billion.
The lender also said chief executive officer Brian Prince will step down and be replaced by Shinsuke Baba, currently the chairman of the bank. The changes will be effective after a board meeting on Thursday.
Mid-sized lender Aozora, formerly called Nippon Credit Bank, was temporarily put under government control during Japan's financial crisis in the late 1990s, when banks were sinking under the weight of loans that went sour with the bursting of an asset bubble that had emerged a decade earlier.
The bank said last month it will spend 227.6 billion yen ($2.9 billion) over a decade to pay back about 180 billion yen in public funds, ending months of speculation on how and when it will return the bailout money injected during the crisis.
Cerberus first bought a minority stake in Aozora in 2000 and then boosted its holdings in 2003 to become the lender's biggest shareholder.
The sale of Aozora Bank would mark another exit from Japanese investments for Cerberus. The buyout firm plans to sell its holdings in Seibu Holdings, an operator of railway, resort hotels and real estate properties, and has hired investment banks to handle the sale, sources have told Reuters.
Aozora shares fell to as low as 222 yen, or 13 percent, on Thursday morning before erasing some of the losses to end down 9.02 percent at 232 yen.

LAS VEGAS (Reuters) - Caterpillar Inc cut its 2015 earnings forecast on Monday, becoming the latest heavyweight in Corporate America to sound alarms on the sluggish global economic recovery.
The world's largest maker of earth-moving equipment stopped short of forecasting a global recession, but warned of a bigger-than-expected fall-off in demand for its products over the next few years because of weaker commodity prices.
The deceleration will undermine Caterpillar's expansion in the mining sector, where demand for the company's mega trucks is expected to slow. Equipment sales in Australia and China may also decline.
"We've seen a slowing in economic growth more than we expected," Caterpillar CEO Doug Oberhelman told analysts and reporters in Las Vegas. "We expect fairly anemic and modest growth through 2015."
Oberhelman reduced the earnings forecast for 2015 to $12 to $18 per share, from $15 to $20 per share previously.
The outlook cut was reported minutes before U.S. stock exchanges closed, weighing on the Dow Jones industrial average. In after-hours trading, Caterpillar shares fell more than 2.4 percent to $88.73.
The new forecast comes a year after Caterpillar paid $7.6 billion for mining equipment maker Bucyrus International - the largest deal in its history - and bullishly predicted the deal would help boost earnings to as much as $20 per share by 2015.
Large companies tend not to issue earnings forecasts for so many years into the future. Caterpillar did so partly to reassure those on Wall Street who questioned the timing of the Bucyrus deal while the economy remained weak.
"It's prudent, especially with what's happened in 2011 and 2012 in the economy, to readjust," Oberhelman said on Monday. "I, for one, am still thinking $15 to $20 (earnings per share by 2015), but we need better economic growth."
Oberhelman stressed he stands by the Bucyrus deal.
"I don't regret it," he told Reuters in an interview. "And I don't think we could have got it cheaper today than what we paid."
The Bucyrus deal added mining shovels and drag lines to Caterpillar's stable of trucks and excavators, making it the world's largest producer of mining equipment.
Caterpillar will discuss 2013 expectations when it releases quarterly earnings next month, Oberhelman said. For 2012, analysts expect the company to earn $9.62 per share, according to Thomson Reuters I/B/E/S.
Caterpillar is considered a key barometer for manufacturing, mining and construction sector health. The company's decision to cut its 2015 forecast shows much work remains to heal those parts of the economy.
Railroad operator Norfolk Southern and shippers FedEx Corp and UPS Inc are among the many large U.S. companies that have blamed slowing demand around the world for their weaker financial results or forecasts.
MINERS CUT SPENDING
In a sign of how seriously Caterpillar takes its investment in the mining sector, all 16 members of the company's board of directors flew to Las Vegas this week for MINExpo, a global convention for mining suppliers that takes place every four years.
Prices for coal and iron ore have dropped more than 20 percent this year, causing many customers to rethink capital expenditures. Since roughly 70 percent of spending in mines is for large trucks, capital spending cuts are not good news for Caterpillar and peers that include Komatsu .
Among the world's eight largest miners, only three are boosting spending next year. Vale , which has the largest budget among miners, plans to cut its 2013 mining spending by 4 percent from 2012 levels.
Given the uncertainty in the mining market, Caterpillar's forecast cut was not a complete surprise to Wall Street, where expectations had been low ahead of Monday's event.
Still, many analysts remain bullish on Caterpillar, with price targets above $100 per share and hopes for the company to continue to provide the large equipment needed when a global economic recovery occurs.
The forecast cut is "a realistic reflection of the slowdown in the global economy," said Oliver Pursche of the GMG Defensive Beta Fund, which owns Caterpillar shares. "We're not overly surprised by the announcement.
"Certainly in the short term there are some headwinds, but long term ... we're still bullish on Caterpillar," Pursche said.
DIGGING INTO CHINA, AUSTRALIA
Oberhelman, who joined the Peoria, Illinois-based company right out of college in 1975 and has had the top job since 2010, said Caterpillar remains committed to China despite slowing growth there.
"By 2015, at the latest, we will be the market share leader in China for all of our construction equipment," he said. "This little slowdown allows the industry to consolidate, and we intend to be there when it recovers and win there."
Excavator sales are down roughly 40 percent in China so far this year, though, and are expected to improve only slightly next year, according to data from U.K.-based consultant Off-Highway Research.
Caterpillar began exporting Chinese-made machinery earlier this summer to the Middle East and Africa, part of a plan to offset a dip in China's economic growth.
In Australia, BHP Billiton and other miners have delayed expansion of mining projects and buying equipment.
Caterpillar acknowledged the slowdown there, but said it expects only a temporary blip and for sales to resume next year.
"We are seeing some delays" in Australia, Steve Dunning, the Caterpillar executive who oversees the mining business, said at the analyst presentation. "Some of our customers are pushing orders out six months, nine months. But we're talking in terms of months, not any longer than that."

So there?s no deal until there?s a deal.? And, as of right now, there?s no deal.
Confirming that there?s no deal is NBC officiating consultant Jim Daopoulos, who told PFT by phone this afternoon that NFLRA president Scott Green emailed the rank-and-file from the meeting room with the explanation that a deal has not been struck.
Even if/when a deal is reached among the negotiators, it will have to be approved by at least half of the 121 officials.? As Daopoulos explained, the officials badly want to return to work, which could make them likely to accept whatever deal the NFLRA presents to them for a vote.
Still, questions remain.? Dapoulos explained that, as to the reportedly tentative agreement to maintain a 21-official developmental squad that won?t be used during a given season to ?bench? the regular officials, the officials want to know how the group will be assembled, what they will be doing during the season, and (perhaps most importantly) how they?ll be paid.
And while roughly 85 to 100 of the officials engage in a weekly conference call arranged by Ed Hochuli to discuss rule changes and other officiating issues in order to remain ready to work, Daopoulos explained that, as to roughly 20 of the locked-out officials, there?s real concern regarding their ability to pass a physical.
Then there?s the question of using replacements for a Thursday night game and regular officials for the balance of the weekend.? Daopoulos said that the league likely will prefer an all-or-none approach, for reasons of competitive balance.? if, for example, the Ravens lose to the Browns on a bad call from the replacements, the Ravens would be able to legitimately complain that, if they?d been scheduled to play on Sunday, they would have had the benefit of the real officials.
Regardless, no one will have the regular officials until a deal is done.? And a deal isn?t done ? and won?t be done ? until it?s done.

Early on 21 September, Francis Collins called Wayne Pacelle, the president of the Humane Society of the United States (HSUS) in Washington DC, with news that the animal activist had been waiting for. Collins, director of the US National Institutes of Health (NIH), told Pacelle that the agency is to cease funding the troubled New Iberia Research Center (NIRC) in Louisiana, and will retire the 110 NIH-owned chimpanzees there.
The decision leaves just over 300 chimpanzees available for invasive research in two other NIH-supported research centers, and comes nine months after an NIH-solicited report from the US Institute of Medicine found that most invasive chimpanzee research was scientifically unnecessary.
In a statement, the NIH on 21 September said that the remaining population of chimpanzees can adequately serve current research needs, which include testing of monoclonal antibody therapies.
The NIH says that by August 2013, ten of the NIRC?s NIH-owned animals will be relocated to Chimp Haven, a federally funded sanctuary in Keithsville, Louisiana. The other 100 will move to the Texas Biomedical Research Institute in San Antonio, where they will be off limits for invasive research but accessible for behavioral studies and research using information collected through routine veterinary care.
The San Antonio centre currently houses 141 chimpanzees. The only remaining centre for NIH-funded invasive chimp research is the Michale E. Keeling Center for Comparative Medicine and Research in Bastrop, Texas, which has 167.
Safe haven Pacelle welcomed the NIH's decision, calling it a ?significant step forward in our goal toward ending invasive experiments on chimpanzees?. However, the HSUS ? which in 2009 released an undercover video investigation that exposed repeated episodes of animal mistreatment at the NIRC ? is pushing for more of the center?s animals to be sent to Chimp Haven.
The NIH says that the forested 80-hectare sanctuary will be at or near full occupancy with the addition of the ten NIRC animals, but the HSUS argues that the NIH should pay for more infrastructure at Chimp Haven to allow it to house more chimpanzees.
The NIRC?s longstanding contract to support NIH-owned chimpanzees was worth US$1.2 million in 2011. The current contract will expire in August 2013 and will not be renewed. The program's principal investigator, Thomas Rowell, left the post of NIRC director in August.
But the NIH decision does not mean the end of the NIRC, which houses roughly 240 privately owned chimpanzees, and more than 6,000 macaques and other monkeys. The centre has a full roster of industry clients. ?We look forward to expanding services and capabilities to support federal and private research and continuing to work with the NIH,? says Aaron Martin, communications director for the University of Louisiana at Lafayette, which owns the research centre.
The NIH is not the only US agency backing away from chimpanzee research. The US Centers for Disease Control and Prevention (CDC) said in a 10 September letter to the Physicians Committee for Responsible Medicine, an activist group based in Washington DC, that it no longer funds chimpanzee research. The CDC, which is based in Atlanta, Georgia, had as recently as 2010 been funding viral hepatitis studies in young female chimpanzees.
The Great Ape Protection and Cost Savings Act, a bill introduced into the US Congress in 2011, would phase out all federally supported invasive research on chimpanzees and retire the government-owned animals to sanctuaries.
