Off the Cliff: What Happens?

America is swiftly approaching the fiscal cliff.

President Obama and congressional leaders have talked for weeks with varying degrees of frequency and success at compromising, and one precept resonates throughout the public statements of politicians and economists: the so-called "fiscal cliff" would be a very bad thing.

But what actually happens if Washington takes us over it?

As has been well documented, the "cliff" is not one thing, but a ball of expiring economic provisions that lead to automatic policy changes at year's end, loosely grouped under the catch phrase. They fall into two categories, taxes and spending.

Should we fall off the cliff, the tax code would change most dramatically with the expiration of the so-called "Bush tax cuts," which created new brackets and lowered tax rates for both middle-class and high earners. According to the Tax Policy Center at the Washington, D.C.-based Brookings Institution, the average American taxpayer would see a tax hike of $3,446, ABC's David Muir reported for "World News."

Where do the hikes fall, exactly? For many tax brackets, rates would jump by at least three percentage points. The middle class would see the worst of it, according to analysis from the Congressional Research Service, the nonpartisan research arm that studies policy changes at Congress's request.

For high earners, married couples making more than $222,300 but less than $397,000, rates would jump from 33 percent to 36 percent. For the highest earners, couples making over $397,000, taxes would rise from 35 percent to 39.6 percent.

But they'd rise for almost everyone else, too. Couples making $145,900 - $222,300 would see a rate jump from 28 percent to 31 percent. Couples making $72,300 - $145,900 would see rates jump from 25 percent to 28 percent.

The middle class would take the biggest hit: Married couples earning $60,350 - $72,300 would see tax rates jump from 15 percent to 28 percent. That means that without any credits or deductions, a couple making $65,000 would go from taking home $55,250 to taking home $46,800 next year if Congress and the president fail to strike a deal.

The cliff's tax implications go beyond the simple income-tax rate: The Alternative Minimum Tax (AMT) and the estate tax are also on the table with year-end deadlines.

The AMT is a tax that prevents high earners from escaping income-tax liability by claiming too many deductions. Taxpayers over a certain income add back certain deductions to see if they must pay a minimum rate. Ever since Bush's tax cuts, Congress has repeatedly extended an "AMT patch" to maintain the income threshold. According to the Congressional Research Service, if Congress doesn't act again this year, that threshold will drop from $74,450 to $45,000 for married couples and from $48,450 to $33,750 for individuals, exposing more people to the alternative minimum.

The estate tax, demonized by Republicans as the dreaded "death tax," would change significantly. Right now, estates of over $5.12 million are taxed at a maximum of 35 percent. If Congress doesn't act, next year estates of over $1 million will be taxed at 55 percent.

No one likes paying taxes, but the spending side of the cliff isn't supposed to be all that fun, either.

The "cliff" was born from the idea that Congress could impose a deadline on itself, hanging an unpleasant combination of spending cuts over its own head. In 2011, when President Obama and congressional leaders wrangled over a proposed increase to the debt limit, a maneuver Congress had typically done without any fuss, they couldn't agree on a deficit-reduction package that would satisfy GOP demands for fiscal restraint. So they created the now-infamous deficit-reduction "supercommittee," asked it to recommend a plan, and gave it an ultimatum: If you fail, automatic spending cuts will be triggered, half from defense, and half from discretionary domestic programs, mostly shielding mandatory entitlements, such as Social Security.

The committee failed, and Congress gave itself until 2013 to solve the problem, extending its own deadline before the set of "budget sequestration" spending caps would take effect.

Those cuts would save about $1.1 trillion over 10 years, the Congressional Budget Office estimated after Congress passed the law, the Budget Control Act, which created the cliff's spending ultimatum.

In 2013, that means defense programs would see a cut of $54 billion, according to the Center for Budget and Policy Priorities (CBPP)--but the Budget Control Act specifies that spending on the wars in Afghanistan and Iraq would be protected from any automatic cuts.

Entitlements wouldn't see the worst of it--but they wouldn't be exempt, either.

Outside of defense spending, $38.6 billion would be shaved, proportionally, from discretionary domestic spending programs other than veterans' medical care and Pell grants, according to CBPP. But Medicare would take a hit, with cuts to provider payments (theoretically protecting benefits) limited to 2 percent in any year. CBPP estimates $10.8 billion would be cut from Medicare providers in 2013. Another $5.2 billion in cuts would come from other mandatory programs, the largest being farm subsidies.

A handful of popular domestic programs would be exempt from any cuts, at all: Social Security, Medicaid, the Children's Health Insurance Program (CHIP), and food stamps.

The fallout of all this, analysts say, would be a swift economic downturn.

Thanks mostly to the tax increases, many have predicted an immediate economic slowdown. In August, the Congressional Budget Office forecasted that the cliff would bring the U.S. down to negative .5 percent economic growth for 2013. By the fourth quarter of next year, CBO predicted, unemployment would rise to 9.1 percent.

"The economy would shrink by about 3.9 percent in the just the first quarter alone," said Jason Peuquet, research director at the Center for a Responsible Federal Budget. "You can be pretty sure that after at least a couple weeks we'd be feeling those effects."

While the cuts would happen over 10 years, and while the tax hikes might not depress income so drastically over just a few weeks, Peuquet said the cliff would damage confidence in the country's ability to pay its debts over the long term.

On the one hand, going over the cliff might not really mean going over it. The Budget Control Act mandated spending caps over 10 years, but Congress writes the laws and makes the rules. After the president and lawmakers wriggled out of their self-imposed ultimatum to pass a deficit-reduction package in 2011, punting the deadline to today, it's conceivable that Washington will re-write its own rules again.

Taxes have been adjusted retroactively in the past, and it's not as if Congress can't pass a new tax law tomorrow that would reapply the 2012 rates. Liberals have proposed that we should go over the cliff, to force Republicans to argue against a tax cut for the middle class. Underpinning their argument is a sense that the cliff is at worst a facade, and at least malleable.

None of the cliff's upshots sound too good. On the other hand, if Washington wants to save money regardless of how it could affect the economy, allowing tax hikes and across-the-board cuts is one simple way to do it.

GOP governors waver on Obamacare

Republican governors like Rick Scott in Florida, and Chris Christie in New Jersey, are struggling on how to handle President Barack Obama's remake of the health insurance market. While some have said they won't set up state-run exchanges, others say they're open to having a 'conversation.'

With a federal deadline approaching, he also said while Florida won't set up the exchange for individuals to buy private insurance policies, the feds can do it.

In New Jersey, Gov. Chris Christie held his cards before saying he won't set up his own exchange, but he's avoided absolute language and says he could change his mind. He's also leaving his options open to accept federal money to expand Medicaid insurance for people who aren't covered. The caveat, Christie says, is whether Health Secretary Kathleen Sebelius can "answer my questions" about its operations and expense.

Both Republican governors face re-election in states that Obama won twice, Christie in 2013 and Scott in 2014. And both will encounter well-financed Democrats.

Their apparent struggles on the issue, along with other postures by their GOP colleagues elsewhere, suggest political uncertainty for Republicans as the Affordable Care Act starts to go into effect two years after clearing Congress without a single Republican vote. The risks also are acute for governors in Democratic-leaning or swing-voting states or who know their records will be parsed should they seek the presidency in 2016 or beyond.

"It's a tough call for many Republican governors who want to do the best thing for their state but don't want to be seen as advancing an overhaul that many Republicans continue to detest," said Whit Ayers, a consultant in Virginia whose clients include Gov. Bill Haslam of Tennessee, a Republican who didn't announce his rejection of a state exchange until days before Sebelius's Dec. 14 deadline.

Indeed, cracks keep growing in the near-unanimous Republican rejection of Obama's health care law that characterized the GOP's political messaging for the last two years. Five GOP-led states ? Idaho, Mississippi, Nevada, New Mexico, and Utah ? are pressing ahead with state insurance exchanges. Ongoing monitoring by The Associated Press shows that another five Republican-led states are pursuing or seriously a partnership with Washington to help run the new markets.

Democrats, meanwhile, hope to use the law and Republican inflexibility to their advantage, betting that more Americans will embrace the law once it expands coverage. The calculus for voters, Democrats assume, will become more about the policy and less about a polarizing president.

"It shouldn't be complicated at all," said John Anzalone, an Obama pollster who assists Democrats in federal races across the country. Anzalone said Republicans could use their own states-rights argument to justify running exchanges. Instead, he said, "They are blinded by Obama-hatred rather than seeing what's good for their citizens."

Governors can set up their own exchanges, partner with Sebelius' agency or let the federal government do it. The exchanges are set to open Jan. 1, 2014, allowing individuals and businesses to shop online for individual policies from private insurers. Low- and middle-income individuals will get federal premium subsidies calculated on a sliding income scale. Nineteen states plus Washington, DC, most led by Democrats, have committed to opening their own exchanges.

The law also calls for raising the income threshold for Medicaid eligibility to cover people making up to 138 percent of the federal poverty line, or about $15,400 a year for an individual. That could add more than 10 million people, most of them childless adults, to the joint state-federal insurance program for low-income and disabled Americans. Together, the exchanges and the Medicaid expansion are expected to reduce the number of uninsured by about 30 million people within the next decade.

A Supreme Court ruling last summer made the Medicaid expansion voluntary, rather than mandatory for states. At least eight governors, all of them Republicans, have already said they have no plans to expand Medicaid.

The complexity is obvious.

National exit polls from last month's election showed that 49 percent of voters wanted some or all of Obama's signature legislative achievement rolled back. Among self-identified independents, that number was 58 percent. Among Republicans, it spiked to 81 percent. When asked about the role of government, half of respondents said the notion that government is doing too much fits their views more closely than the idea that government should do more.

Before the election, a national AP-GfK poll suggested that 63 percent of respondents preferred their states to run insurance exchanges, almost double the 32 percent who wanted the federal government to take that role. And the same electorate that tilts toward repealing some or all of the new law clearly re-elected its champion.

That's not the most important consideration for governors who face re-election in Republican states. Georgia's Nathan Deal and Alabama's Robert Bentley, who also face 2014 campaigns, initially set up advisory commissions to consider how to carry out the health care law, but they've since jumped ship. But, unlike others, Deal and Bentley aren't eyeing national office.

Three Republicans who are viewed as potential national candidates ? Rick Perry of Texas, Nikki Haley of South Carolina and Bobby Jindal of Louisiana ? were full-throated opponents. Jindal, the only one of the three who is term-limited, is the incoming chairman of the Republican Governors Association. In that role, he has co-signed more conciliatory letters to Sebelius asking questions to flesh out how the designs might work.

Republican governors also are feeling quiet pressure from hospitals and other providers.

Deal, the Georgia governor, offers the typical argument for saying no: "We can't afford it." But the law envisions the new Medicaid coverage more or less as a replacement of an existing financing situation that pays hospitals to treat the uninsured. The law contemplates cuts in that program, which already requires state seed money. The idea was that expanding Medicaid coverage would reduce "uncompensated care" costs.

"Some of those cuts were made with the expectation that Medicaid would be expanded and that hospitals would be paid for portions of business that we are not being paid for now," said Don Dalton of the North Carolina Hospital Association.

Dalton's Governor-elect, Republican Pat McCrory, said as a candidate that he opposed Medicaid expansion. Dalton said his industry is leaning on McCrory and legislative leaders, though he commended "their deliberate approach." Similar efforts are underway in South Carolina, Georgia, Missouri and elsewhere.

For Democrats, Anzalone said the framing will be simpler: "You don't want to take a 9-to-1 match? That's a pretty easy investment. These governors who aren't expanding Medicaid, they're basically giving taxpayer money to the states that do."

Orlando mom adopts 4 from foster care, quickly loses 2 boys to rare genetic disease

MIAMI ? When Felicia Peete adopted four young siblings from foster care, she moved out of her Orlando area retirement community into a big new home where they could sing and roller-skate, far away from the memories of living in cars and homeless shelters. She imagined birthday and graduation celebrations with her four great nephews and niece, never dreaming that within two years she?d be planning funerals for her eight and nine-year old sons.

The children, all under the age of seven, had a tumultuous two years before 55-year-old Peete adopted them in 2010. They had stopped going to school, their father went to prison and their mother was struggling with drug abuse. They lacked basic hygiene and didn?t know how to use toilet paper or brush their teeth. The training was arduous at times with four little ones, but ?Mama Gail? as they called her, was good natured and she longed to make up for their past hurts.

But several months after the adoption, Peete worried something was wrong with then 7-year-old Tyler. The math whiz with a sophisticated vocabulary went from helping his siblings with their homework to getting D?s and F?s in school. Doctors treated him for hyperactivity disorder, but the symptoms progressed. Tyler began drooling and dragging his right leg.

After a series of lengthy genetic tests, Tyler was diagnosed with Adrenoleukodystrophy (ALD), a rare genetic disease that typically strikes young boys, leading to blindness, deafness and dementia and killing them within a few years.

And then the unthinkable happened. Tyjuan, then seven, and five-year-old Tyveon were diagnosed several months later. Their sister Tyanna was spared.

?I was just really scared. I wanted to just grab them and save them and take them away. I wanted to be God,? said Peete.

Tyler?s symptoms progressed quickly. Within four months he?d stopped walking, lost his sight and needed a feeding tube.

When Tyler struggled to walk, Tyjuan grabbed his hand and helped him along. When Tyler had a bathroom accident, Tyjuan bathed him.

Peete was honest with the children about Tyler?s condition.

Tyjuan rubbed Tyler?s forehead and straightened his blanket the day before he died in hospice care last January.

?You can?t get used to that, you can?t prepare yourself to that,? said Peete, her voice breaking.

Then, little Tyveon was hospitalized for nearly four months after his brain started swelling. In the hospital bed next to his, his brother Tyjuan, was recovering from a stem cell treatment Peete hoped would save his life. The boys walked the hospital hallways together, dragging along their metal polls with medical tubes.

Peete spent two months in a North Carolina hospital where Tyjuan underwent three unsuccessful stem cell transplants.

No longer able to talk, the always affectionate Tyjuan often signed ?I love you? and, blew kisses to comfort ?Mama Gail?. Peete helped him Skype with his two siblings back in Orlando and tried to stay positive.

?About a week before he died he looked at me and smiled and the tears rolled down his eyes like he knew what was going to happen and he knew I was going to be in pain. He just looked at me and I knew he was saying, ?I love you, Mama, I?m going to be OK,?.?

The eight-year-old died in the hospital this past fall, away from his beloved siblings in a strange city. Peete waited to tell the other children in person that Tyjuan was in heaven with Tyler helping God watch over them.

As the family reeled from the boys? deaths, medical expenses were mounting. Tyveon was on a dozen medications a day. Peete barely had time to pay off Tyler?s funeral and now she was planning Tyjuan?s. She lost her sales job at a cable company and took a pay cut to work from home to as the boys? medical needs grew. This December, she moved the family into a smaller house along with her two grown daughters, who often watch the children.

Peete tried to comfort herself by watching videos of the boys singing and dancing, but she grew angry at God and stopped going to church. She blamed child welfare workers for not diagnosing the boys while in foster care and blamed herself for not being able to save them.

Tyanna has grown quiet and angry. Tyveon often plays a gospel song about heaven that reminds him of his brothers and asks to go to church.

But the community has rallied around them.

An anonymous donor stepped forward this month to pay off $1,700 of Tyjuan?s outstanding funeral bill. The Department of Children and Families worked with organizations to buy them nearly $600 worth of Christmas presents.

?Through all of the heartache and loss of both boys, loss of her job, having to move into a smaller home, and getting treatment for Tyveon, Mrs. Peete has been kind and hopeful,? said Salena Burden, an adoption caseworker.

Tyveon?s treatments have been successful because he was diagnosed at a younger age than his brothers. As Peete watches, she said her raw emotions are healing.

Last Sunday, she went back to church for the first time since the boys? deaths.

PC Jeweller shares end up 10.5 percent in debut

MUMBAI (Reuters) - Shares of PC Jeweller rose as much as 14.6 percent in its stock market debut on Thursday after the company raised 6.1 billion rupees in an initial public offering as investors bet on strong demand for jewellery sales.

Shares in the retailer ended at 149.20 rupees on the NSE, up 10.5 percent from its IPO price of 135 rupees to institutional investors. The shares opened at 137 rupees and rose to as much as 154.70 rupees.

India's domestic jewellery industry is estimated at $45.3 billion and expected to grow to $60 billion in the next two years on the back of rising disposable incomes, according to a recent Aditya Birla Money note to clients.

Gold, a popular investment in India, could contribute 80 to 85 percent of the total of the domestic jewellery market, according to the brokerage.

PC Jeweller sells jewellery through 30 showrooms located across 23 cities in northern and central India.

The retailer, whose IPO was over-subscribed by nearly 7 times, is the second of three stock debuts this week.

Shares in Credit Analysis and Research Ltd (CARE) rose as much as 31.3 percent on Wednesday after raising $98 million in an IPO.

Bharti Infratel will make its debut on Friday after raising around $760 million in an IPO.

Police have discovered one of the first illegal casinos in years in Sydney's western suburbs.

Armed with a search warrant police raided the illegal gambling house last Friday which was situated above a legitimate fruit and vegetable supermarket at Endesor Park.

There is no suggestion of any link between the supermarket and the premises above it.

Inside police found two seperate gaming areas with professional tables set up for playing poker, casino style chips, a pool table and number of large flat screen TV's.

When police attended the premises in Smithfield Rd at about 10.30pm staff were getting ready for clients to arrive.

Food and alcohol was also on hand for the patrons.

"It was quite an elaborate set up," said Fairfield Local Area Commander Detective Superintend Peter Lennon.

"We had received information from the public and after some investigation a search warrant was obtained and police went to the premises.''

Detective Lennon said he could no recall of a raid on a "illegal gaming" house in recent times.

"Years ago they were common place, but I haven't heard of them for years."

He said no charges were laid because no one was caught in the act of gambling when police attended.

"Investigations are continuing and we will also be referring the matter to council about what type of premises they have approval to operate."

Officers seized paperwork and a CCTV hard drive recorder. A 49-year-old man was spoken to at the time and is likely to be re interviewed by police.

Superintenedant Lennon said the the operators were members of the middle eastern community.

At the location raided by police is a door with a "Members Only" sign which opens to a staircase and rooms above the large fruit shop.

The site is on a major sized block with a large parking area and is self contained. An Assyrian social club is next to the supermarket. There is suggestion of any link between the premises and the social club.

Neighbours across from the club said they knew nothing of the casino or its operation.

For many years illegal casinos and card rooms thrived through out "Sin City" Sydney.

"In the 80's and even in the 90's illegal gambling operations were everywhere," said a retired NSW detective.

"A lot of the Italians, Greeks, Yugoslavs and other Europeans had illegal card venues throughout the inner city particularly Marrickville.

"The Chinese had Mah-jong and Manilla operating above restaurants in Chinatown.

"The fancier black-jack and roulette casinos were run by the gangsters in the Cross."

Two up was played at Straithfield, Paddington and in Abercrombie street Redfern."

"In those days most pubs had their own SP bookie."

The advent of Sydney's legal casino catered for the big punters and the growth of TAB's through out the city's hotels killed off the SP bookie.

A Media Man gaming spokesperson said "You never know... a gaming house could be right next door and you wouldn't even know it".

    In his last offer to House Speaker John Boehner (R-Ohio), President Barack Obama lobbied for $16 billion in cuts from the military's health care program, TRICARE. In 2012, the president also proposed hiking fees for military personnel and veterans who receive benefits under the program in an effort to help cut the defense budget. His proposal drew significant fire from Republican lawmakers and veterans' groups.

  • Military Retirement Program - $11 Billion

    Both sides agreed to cuts from the military retirement program. Rep. Eric Cantor (R-Va.) claimed during July 2011 talks that lawmakers had reached a tentative deal to slash <a href="http://www.huffingtonpost.com/2012/11/11/fiscal-cliff-talks-medicare-social-security_n_2113259.html" target="_hplink">$11 billion</a>. Under the current system, military personnel receive immediate retirement benefits after serving for 20 years. According to a recent report from the Congressional Budget Office, the appropriation cost per active military service member has <a href="http://www.cbo.gov/publication/43574" target="_hplink">increased at a higher rate</a> than either inflation or the total pay package of private-sector employees. Given the budget constraints looming before the Defense Department, the CBO floated the idea of transitioning the military retirement program to a matching-payment model.

  • Federal Employee Retirement Program - $33 -$36 Billion

    Cantor claimed that Republicans and Democrats had agreed to <a href="http://www.huffingtonpost.com/2012/11/11/fiscal-cliff-talks-medicare-social-security_n_2113259.html" target="_hplink">$36 billion in savings</a> over 10 years from civilian retirement programs. The president proposed a marginally more modest figure of <a href="http://presspass.nbcnews.com/_news/2012/11/11/15089281-white-house-grand-bargain-offer-to-speaker-boehner-obtained-by-bob-woodward#.UKCJftkTtS8.twitter" target="_hplink">$33 billion</a> in his final offer to House Speaker John Boehner. Just this year, Republicans in the House Committee on Oversight and Government Reform also looked to find savings from the Federal Employee Retirement System by <a href="http://www.washingtonpost.com/blogs/federal-eye/post/house-committee-approves-measure-upping-federal-employee-contributions-to-retirement-plan/2012/04/26/gIQAuoW6iT_blog.html" target="_hplink">requiring employees to pay more of their salary</a> into their pensions, which Democrats opposed as a pay cut that would make civil service less attractive for top talent. In September 2011, the federal government employed <a href="http://www.fedscope.opm.gov/cognos/cgi-bin/ppdscgi.exe?DC=Q&E=/FSe%20-%20Status/Employment%20-%20September%202012&LA=en&LO=en-us&BACK=/cognos/cgi-bin/ppdscgi.exe?toc=%2FFSe%20-%20Status&LA=en&LO=en-us" target="_hplink">over two million individuals</a>, either through the cabinets or independent agencies. Many Republicans have complained that the federal workforce has ballooned during the Obama administration, and while the raw number of employees has risen by <a href="http://www.thefactfile.com/2012/01/23/the-size-of-the-federal-workforce-rapid-growth-for-some-stagnation-for-others/" target="_hplink">14.4 percent</a> between Sept. 2007 and Sept. 2011, the percentage of public employees out of the total civilian workforce has <a href="http://www.thefactfile.com/2012/01/23/the-size-of-the-federal-workforce-rapid-growth-for-some-stagnation-for-others/" target="_hplink">remained fairly constant</a> around 1.2 percent since 2001. Much of the raw growth has been concentrated in the Department of Defense, Veteran's Affairs and Homeland Security.

  • Agricultural Subsidies - $30 - $33 Billion

    Democrats and Republicans agreed to cut as much as <a href="http://www.huffingtonpost.com/2012/11/12/fiscal-cliff-barack-obama-_n_2118739.html" target="_hplink">$30 billion</a> from agricultural subsidies; the main opposition fell along geographical lines rather than partisan ones. Hailing from an agriculture-heavy state, Sen. Max Baucus (D-Mont.) threatened to pull out of talks entirely if a deal included that much in subsidy reduction. The president ended up pushing for <a href="http://www.huffingtonpost.com/2012/11/11/fiscal-cliff-talks-medicare-social-security_n_2113259.html" target="_hplink">$33 billion in cuts</a>, but that figure also included reductions in conservation programs. Baucus now tells HuffPost any cuts should be made through the farm bill, not fiscal cliff talks.

  • Food Stamps - $2 to $20 Billion

    Cantor pushed hard for significant cuts to food stamps, formally known as the Supplemental Nutrition Assistance Program. He charged that the federal government could save as much as <a href="http://www.huffingtonpost.com/2012/11/11/fiscal-cliff-talks-medicare-social-security_n_2113259.html" target="_hplink">$20 billion over ten years</a> by eliminating waste and fraud, but the White House countered that the real number was closer to $2 billion. Instead, those cuts would force the program to scale back on the number of enrollees and the level of benefits it could offer.

  • Flood Assistance - $4 Billion

    Obama proposed cutting <a href="http://www.huffingtonpost.com/2012/11/12/fiscal-cliff-barack-obama-_n_2118739.html" target="_hplink">$4 billion from flood assistance</a> funding in his final offer to Boehner in July 2011. But Hurricane Sandy straining the National Flood Insurance Program; The New York Times <a href="http://www.nytimes.com/2012/11/13/nyregion/federal-flood-insurance-program-faces-new-stress.html?pagewanted=all&_r=0" target="_hplink">reports</a> that thousands of claims are being submitted daily, which could send the overall cost upwards of $7 billion for a program that suffers from a ballooning debt problem. And with climate change promising <a href="http://www.washingtonpost.com/blogs/capital-weather-gang/post/climate-change-predictions-foresaw-hurricane-sandy-scenario-for-new-york-city/2012/10/31/b78de428-2374-11e2-ac85-e669876c6a24_blog.html" target="_hplink">future flooding disasters</a> along the eastern seaboard, cutting the program looks unwise.

  • Home Health Care - $50 Billion

    The president offered to cut <a href="http://presspass.nbcnews.com/_news/2012/11/11/15089281-white-house-grand-bargain-offer-to-speaker-boehner-obtained-by-bob-woodward#.UKCJftkTtS8.twitter" target="_hplink">$110 billion over the next decade</a> from the government's health care spending, excluding Medicare. Among the programs that could lose crucial funding is home health care, where Democrats and Republicans agreed to <a href="http://www.huffingtonpost.com/2012/11/11/fiscal-cliff-talks-medicare-social-security_n_2113259.html" target="_hplink">$50 billion in reductions</a> over ten years. Cantor pushed for closer to $300 billion in spending cuts to health care, but Democrats appeared to stand firm.

  • Higher Education - $10 Billion

    The president proposed cutting <a href="http://www.huffingtonpost.com/2012/11/12/fiscal-cliff-barack-obama-_n_2118739.html" target="_hplink">$10 billion from higher education</a> over the next decade, mostly from Pell grants. <a href="http://www.huffingtonpost.com/2012/08/27/pell-grants-college-costs_n_1835081.html" target="_hplink">Over nine million students</a> relied on federal subsidized loans to afford college during the 2010-2011 school year, and the skyrocketing costs have continued to diminish the purchasing power of the Pell grant program. Obama has actively worked to make college more affordable for lower-income students. Key Republican lawmakers have attempted to cut funding for student loans; most notably, Rep. Paul Ryan (R-Wis.) slashed the maximum award from $5,550 per student per year down to <a href="http://colorlines.com/archives/2011/07/dems_students_fight_to_save_pell_grants_amidst_debt_ceiling_talks.html" target="_hplink">just $3,040</a>.

  • Medicaid And Other Health- $110 Billion

    The original funding levels proposed by Cantor and the GOP leadership would turn the entitlement program for America's poor into little more than a block grant program, Democrats claimed during the 2011 debt ceiling talks. Under such a program, they argued that states would then <a href="http://www.bloomberg.com/news/2012-09-11/medicaid-to-lose-1-26-trillion-under-romney-block-grant.html" target="_hplink">drop more people from enrollment</a> and scale back on health benefits. In fiscal year 2009, <a href="http://www.census.gov/compendia/statab/2012/tables/12s0151.pdf" target="_hplink">over 62 million Americans</a> -- many of them children -- depended on Medicaid for their health care. But the president did agree to <a href="http://presspass.nbcnews.com/_news/2012/11/11/15089281-white-house-grand-bargain-offer-to-speaker-boehner-obtained-by-bob-woodward#.UKCJftkTtS8.twitter" target="_hplink">$110 billion</a> in cuts from Medicaid and other health programs.

  • Medicare - $250 Billion +

    Republicans pushed for a drastic overhaul to the entitlement program for America's seniors. Ryan infamously proposed turning Medicare into little more than a voucher system in which seniors would receive checks to purchase their own health care on the open market -- a plan that would ultimately <a href="http://www.huffingtonpost.com/kennethdavis/medicare-vouchers_b_1947804.html" target="_hplink">force individuals to shoulder more of the burden</a> for their health care costs. Democrats refused to accept changes similar to those in Ryan's plan. The president, however, was <a href="http://www.huffingtonpost.com/2012/11/11/fiscal-cliff-talks-medicare-social-security_n_2113259.html" target="_hplink">more open to other GOP suggestions</a> on Medicare. In his final offer to Boehner, he agreed cut $250 billion over the next ten years -- in part by increasing premiums for higher-income seniors and by raising the eligibility age from 65 to 67 (although over a longer time frame).

  • Tax Reform - $800 Billion - $1.6 Trillion

    Republicans have again and again <a href="http://www.politico.com/blogs/politicolive/0511/Boehner_Medicare_Medicaid__everything_should_be_on_the_table_except_raising_taxes.html" target="_hplink">decried any attempt</a> to raise taxes, either on the highest earners or on corporations. (A Democracy Corps/Campaign for America's Future survey shows that <a href="http://www.ourfuture.org/report/2012114508/cafdemocracy-corps-election-poll-2012" target="_hplink">70 percent of voters</a> support raising taxes on the wealthiest two percent of Americans.) Instead, Boehner has pushed for a <a href="http://www.huffingtonpost.com/2012/11/11/fiscal-cliff-talks-medicare-social-security_n_2113259.html" target="_hplink">comprehensive tax reform bill</a> that would lower the marginal tax rates while closing loopholes and eliminating deductions in order to raise around $800 billion in additional revenues. For many Democrats, <a href="http://online.wsj.com/article/SB10001424127887323551004578117152861144968.html" target="_hplink">that figure simply isn't enough</a>. White House Press Secretary Jay Carney announced Tuesday that the president was aiming for as much as <a href="http://takingnote.blogs.nytimes.com/2012/11/13/showing-backbone-on-the-debt/" target="_hplink">$1.6 trillion in new revenues</a>, and the president told reporters on Wednesday that it would be <a href="http://www.huffingtonpost.com/2012/11/14/obama-tax-cuts_n_2131256.html" target="_hplink">practically impossible</a> to raise the amount of revenue he wanted simply from closing loopholes and lowering rates.

  • Social Security - $112 Billion

    Social Security <a href="http://www.huffingtonpost.com/2012/11/14/fiscal-cliff-social-security_n_2130762.html?utm_hp_ref=mostpopular" target="_hplink">isn't driving the deficit</a>, yet Republicans have <a href="http://www.huffingtonpost.com/2012/11/11/fiscal-cliff-talks-medicare-social-security_n_2113259.html" target="_hplink">pursued drastic changes</a> to the program. Sen. Harry Reid (D-Nev.) has promised that Social Security would be <a href="http://livewire.talkingpointsmemo.com/entry/reid-no-messing-with-social-security" target="_hplink">off the table</a> in the on-going negotiations to avoid the fiscal cliff, but Obama did concede to tying the benefits to a <a href="http://presspass.nbcnews.com/_news/2012/11/11/15089281-white-house-grand-bargain-offer-to-speaker-boehner-obtained-by-bob-woodward#.UKCJftkTtS8.twitter" target="_hplink">recalculated Consumer Price Index</a> that would ultimately provide less money to retirees. Sen. Bernie Sanders claims that, under such a measure, seniors who are currently 65 years-old would see their benefits drop by <a href="http://thehill.com/homenews/senate/267079-reid-assures-sanders-he-wont-agree-to-social-security-cuts-in-debt-deal" target="_hplink">$560 a month in 10 years</a> and by as much as <a href="http://thehill.com/homenews/senate/267079-reid-assures-sanders-he-wont-agree-to-social-security-cuts-in-debt-deal" target="_hplink">$1,000 in 20 years</a>. The Moment of Truth project (led by the two former co-chairs of the president's deficit reduction commission, former Sen. Alan Simpson (R-Wyo.) and former White House Chief of Staff Erskine Bowles) claims that the recalculated CPI could save as much as <a href="http://www.inthesetimes.com/article/11767/the_social_security_cut_washington_does_not_want_you_to_understand/" target="_hplink">$112 billion</a> from Social Security over the next ten years.

  • Tax Loopholes And Deductions - Up To $180 Billion

    Although Cantor and other GOP House members demanded that any deficit-reduction deal brokered in 2011 be classified as <a href="http://www.huffingtonpost.com/2012/11/11/fiscal-cliff-talks-medicare-social-security_n_2113259.html" target="_hplink">revenue-neutral</a>, they were open to closing particular loopholes in the corporate tax code and limiting itemized deductions for individuals -- given that they were offset by other tax cuts. Out of the $50 billion in savings to be found over the next decade from closing loopholes, Cantor proposed getting $3 billion from eliminating the break for corporate-jet owners and another $20 billion from voiding the subsidies for the oil and gas industries. On the individual earner side, he proposed eliminating the second-home mortgage deduction for $20 billion, as well as limiting the mortgage deduction for higher-income households to rake in another $20 billion. He also offered to tighten the tax treatment of retirement accounts. But Democrats wanted to see even greater action taken on itemized deductions. In June 2011, Rep. Chris Van Hollen (D-Md.) proposed raising $130 billion in new revenues by capping itemized deductions at 35 percent for the highest income brackets. The GOP response to his proposal at the time was a resounding "no."

  • Bush Tax Cuts For The Wealthy - $950 Billion

    Set to expire on Dec. 31, 2012, the Bush tax cuts represent one of the most controversial elements of the so-called fiscal cliff. They added over <a href="http://graphics8.nytimes.com/images/2011/07/24/opinion/sunday/24editorial_graph2/24editorial_graph2-popup.gif" target="_hplink">$1.8 trillion to the deficit</a> between 2002 and 2009. Yet Republicans argue that an extension is necessary to create jobs and spur economic growth. But a <a href="http://tpmdc.talkingpointsmemo.com/PDF/0915taxesandeconomy.pdf" target="_hplink">study</a> from the Congressional Research Service found that tax cuts for the wealthiest earners had little economic effect. The White House is pushing for a renewal only of those tax breaks for the lower- and middle-class Americans in order to save the average middle-class family <a href="http://money.cnn.com/2012/10/01/pf/taxes/fiscal-cliff-tax/index.html" target="_hplink">between $2,000 and $3,500</a> next year. Letting the cuts expire for those earning over $250,000 a year -- or the wealthiest two percent of Americans -- would haul in <a href="http://www.offthechartsblog.org/cbo-ending-high-income-tax-cuts-would-save-almost-1-trillion/" target="_hplink">$950 billion</a> in savings over the next decade, according to the CBO. Obama stressed how much the country stood to gain from such an approach Wednesday during a press conference. "If we right away say 98 percent of Americans are not going to see their taxes go up ? 97 percent of small businesses are not going to see their taxes go up," he said. "If we get that in place, we're actually <a href="http://www.cnbc.com/id/49821777" target="_hplink">removing half of the fiscal cliff</a>."

    Obama, Congress set for one last effort on "fiscal cliff"

    WASHINGTON/HONOLULU (Reuters) - President Barack Obama is due back in Washington early Thursday for a final effort to negotiate a deal with Congress to avert or at least postpone the "fiscal cliff" of tax increases and government spending cuts set to begin next week.

    No specific bill dealing with the cliff was on the schedule of either the U.S. Senate or House of Representatives, which are expected to return on Thursday after the holiday break. Investors are closely watching the talks, concerned that going over the cliff could throw the economy into recession.

    Aides and members of Congress have said that a modest, last-minute measure to avoid the spending cuts and most of the tax hikes could pass the Democratic-controlled Senate if Republicans agree not use a procedural roadblock known as a filibuster, a commitment that Senate Republican leader Mitch McConnell has so far not made.

    But to win approval in the Republican-controlled House of any bill that raises taxes on anyone, a rare bipartisan vote would be required. All 191 Democrats would have to team with up with at least 26 Republicans to get a majority if the bill included tax hikes on the wealthiest Americans, as Obama is demanding.

    Some of those votes could conceivably come from among the 34 Republican members who are either retiring or were defeated in the November elections and no longer have to worry about the political fallout.

    In the alternative, Congress could let income taxes go up on everyone as now scheduled and then during the first week of January, scramble and get a quick deal to cut them back except for the highest brackets, along with a measure putting off the $109 billion in automatic spending cuts that most lawmakers want to avoid.

    Once the clock ticks past midnight on December 31, no member of Congress would have to vote for a tax increase on anyone - taxes would have risen automatically - and the only votes would be to decrease tax rates for most Americans back to their 2012 levels.

    Obama and congressional lawmakers left Washington on Friday for the Christmas holiday with talks to avert the fiscal cliff in limbo.

    The president will cut short his vacation in Hawaii and leave for Washington later on Wednesday, arriving in the capital on early Thursday.

    Obama is expected to turn to a trusted Democratic ally, Senate Majority Leader Harry Reid, to help craft a quick deal.

    White House aides began discussing details of the year-end budget measure with Senate Democratic counterparts early this week, a senior administration official said on Monday
