Project Intent
The City of Lethbridge is inviting artists to participate in a two stage public art competition. The selected artist will receive a commission to design, fabricate and install a public artwork in conjunction with the Helen Schuler Nature Centre renewal project currently occurring in Lethbridge, Alberta (population 86,659). The selected work will need to be sensitive to the objectives of the Helen Schuler Nature Centre. It may be functional in nature, could be used as a method of way-finding and should encourage direct or indirect audience interaction with the natural environment.
Background
The City of Lethbridge?s Helen Schuler Nature Centre is nestled in the Oldman River Valley in a 200 acre preservation area park called the Nature Reserve. The Helen Schuler Nature Centre offers a variety of nature interpretive programs and hands-on exhibits. The facility sees about 30,000 visitors each year; more than triple that number walk the trails and enjoy the natural surroundings. Each year, Nature Centre staff take over 10,000 children, between the ages of 4 and 14, outside to explore nature in one of Lethbridge?s many river valley parks. Spending time out in nature creates an awareness of, and an interest in, our local natural environment. It stimulates a natural curiosity, a love of learning, and can initiate a very positive and long-lasting personal connection to our natural environment. Individuals who participate in these place-based learning programs show increased environmental literacy, which means they have the attitudes, experiences and motivation to make and act upon responsible environmental decisions. In 2012, the Helen Schuler Nature Centre began an exciting renewal project. The facility is undergoing an extensive renovation and expansion, which will include improved community, exhibition and lobby spaces. A fully accessible living roof will be the first of its kind in southern Alberta and will be one of several features that will draw in new
audiences. The facility will demonstrate and interpret sustainable building design and technology through the use of signage and exhibits.
Eligibility
The competition is open to all regional, national and international artists.
Budget
Total budget for the Helen Schuler Nature Centre Public Art Project is $72,000.00. This fee will be inclusive of all project costs including but not limited to:
- Artist fees
- General Administrative expenses
- All materials
- Fabrication costs including contracted or third party fees
- Shipping, delivery and installation costs including any required equipment rentals, labour, utility locates and
- servicing, structural work and required permits
- All travel and accommodation expenses including travel for site visits, fabrication and installation
- Insurance, including general public liability insurance of not less than $2,000,000.00 from commencement of
- the artist?s services until written acceptance of the artwork by the City of Lethbridge.
Site Considerations
Short listed artists will be asked to identify a site for their proposed work. Sensitivity to the natural environment will be a key consideration.
Selection Process
Stage I
Interested artists are asked to submit a Request for Qualification Package including:
? A letter of interest
? A current artist CV
? Up to ten high-resolution images of relevant work on a CD or DVD
? A supporting image list including the date, medium, dimensions, and a brief description of past work
? Names and contact information of three references familiar with your work
? Additional supporting reference materials
? A completed Submission Checklist (included in this document)
? Self-addressed envelope for return of support material if required
The Project Selection Team will develop a shortlist of up to three artists. The shortlisted artists will be invited to a site visit in the spring of 2013. Based on their experience during this visit they will be invited to prepare and submit design proposals that include: identification of a preferred site, a project description, project budget, proposed materials, project timelines and renderings of their proposed design. A $1,500.00 per project honorarium and expenses for site visit* will be provided to short listed artists invited to participate in the second stage of the selection process.
*Airfare or mileage (Transportation to and from airport is the responsibility of the artist.), three day food per diem (receipts up to $50/day) and up to two nights? accommodation will be provided.
Stage II
The Project Selection Committee will evaluate the design proposals submitted by the shortlisted artists and will select an artist to fabricate and install their design using the selection criteria listed below. The selected submission will be recommended to City Council for approval.
Selection Criteria
? Creativity, innovation, and strength of concept (40%)
? Sensitivity to qualities of the site (20%)
? Demonstrated understanding of the environment and the objectives of the Nature Centre (20%)
? Durability and maintenance requirements (20%)

Qualification Submission: February 1, 2013
Invitation to Short List Artists: February 15, 2013
Site Visit: March 11 ? March 22, 2013
Final Proposal Submission: July 15, 2013
Commission Award and Announcement: August 6, 2013
Installation Deadline: March 2014
How to Apply
Sealed information regarding artist qualifications, clearly marked with the words Public Art ? Helen Schuler Nature Centre must be submitted to the City of Lethbridge before 4:00 pm local time, February 1, 2013 (as above). Faxed, emailed, incomplete or late submissions will not be accepted. Late submissions will be returned to the artist unopened.
